The Opportunity:
The Rail Safety Manager will coordinate and manage all Rail Safety delivery aspects on the SSTOM project as per Deed and Legislative requirements. This role is considered a Rail Safety Worker.
You will assist the HSEQ Director, D&C Project Director, responsible manager(s) and the Risk Manager to identify, assess, evaluate and control rail safety risks.
This role will be based primarily at our St Marys or Orchard Hills office however travel to any of the site locations and our CBD office may be required.
Duties & Responsibilities:
- Gain and maintain Accreditation under Rail Safety legislation applicable in NSW including any variations to that accreditation necessary for Webuild to deliver the scope of the contract to Sydney Metro
- Assists, educates, advises and supports senior management in rail safety policy procedures, legislation and training.
- Develop, maintain and upgrade (as required) the Rail Safety Management System.
- Develop and manage the safety assurance activities necessary to support the Management of Change and Variations to Accreditation
- Manage and support a team of Senior Rail Safety Officers, Rail Safety Officers and Rail Safety support staff.
- Oversee the preparation and submission of monthly rail safety reports and attend senior management meetings to present and discuss rail safety related matters.
- Manage the development and implementation of Rail Safety Interface Agreements in accordance with Rail Safety legislation applicable in NSW.
- Manage Rail Safety Worker Competence requirements applicable to Webuild as the RIM for an accredited Rail Transport Operator in coordination with the P &C competence team
- Report notifiable occurrences to the respective government agency and reviews notifiable occurrences to ensure actions has been taken to prevent recurrence.
- Take action to prevent the progress of the relevant part of the Project Works where rail safety is being or may be compromised
- Manage compliance with and implementation of the Webuild rail safety management system for SSTOM railway operations
- Conduct annual reviews of operations to ensure all rail safety criteria are addressed including the annual review of the SMS and preparing and submitting the Annual safety performance report to ONRSR.
- Report to SSTOM Management on the performance of the project rail safety management system for project reviews.
- Ensure consultation arrangements have been established with employees, unions, HSRs and other parties in accordance with the requirements of Rail Safety Legislation.
- Carry out and/ or oversee internal/external and accreditation rail safety audits and inspections
- Measure and monitor progress against deed requirements
- Assist in developing and implementing project Policies and Procedures
- Ensure that contractors and suppliers comply with Webuild’s Rail SMS and that the work is being executed in accordance with internal requirements and the rail safety and quality specifications and instructions.
- Lead investigations for all extreme risk incidents, injuries and hazards and provide functional assistance and recommendations for the development of appropriate preventative actions to prevent reoccurrence.
- Provide leadership to our personnel to achieve Webuild’s rail safety objectives and to promote a positive safety culture.
- Establish and maintain strong positive relationship with project and operational managers to ensure engagement and support of the SSTOM project goals and objectives.
- Develop & cultivate positive relationships with ONRSR, interfacing Rail Transport Operators, Park life Metro, contractors and suppliers ensuring compliance with both client and company requirements.
- Ensure that all statutory rail safety requirements, engineering standards and applicable construction procedures are complied with.
- Ensure all activities are carried out with due regard to safe working practice, safety of personnel and the integrity of the equipment.
- Ensure the collection, preparation, analysis and issue of company rai safety statistics and performance data and implement strategies to achieve continual improvement.
- Manage the development, management, and monitoring of safe working systems for railways.
Criteria:
- Tertiary qualification in Occupational Health and Safety, WHS, Environmental Health, or a related field.
- Proven experience as a Rail Safety Manager in the construction industry, preferably within a Tier 1 Contractor organisation.
- Minimum 5+ years working on a rail project.
- A comprehensive understanding of rail safety systems and programs as well as risk management principles.
- Demonstrated experience in gaining accreditation or variations to accreditation.
- Demonstrated experience on safety case development to support the management of change or variations to accreditation.
- Ability to support and lead a team of Officers and support staff.
- Thorough knowledge of relevant rail safety and health & safety legislation, regulations, and codes of practice.
- Strong understanding of construction processes, rail safety, hazards, and risk assessment methodologies.
- Excellent communication and interpersonal skills to effectively engage with stakeholders at all levels.
- Ability to conduct comprehensive incident investigations and produce detailed reports with actionable recommendations.
- Strong problem-solving skills and the ability to make informed decisions in high-pressure situations.
- Proactive and self-motivated with a strong commitment to continuous improvement in health and safety performance
